Roger Haworth has commented that my statement was probably not true and that this bunker wasn't used as a regional seat of government. He may well be correct in this but I was going on what a BBC News article said about the bunker: "It was built in 1951 during the cold war, bought in 1963 by Essex County Council and would have been the authority's command centre in the event of a nuclear attack."
I did wonder why Essex needed 2 RSG sites - there's another "Secret Bunker" further south at Kelvedon Hatch [TQ5699] which is open to the public and this was definitely a regional seat of government and (according to its current owners) was also the place the prime minister would be evacuated to - I'm not too sure about this to be honest, but it makes an interesting thing to say to the visitors!
