This building is just the visible upper tip of what is the start of the aqueduct from Vyrnwy to Liverpool. It is called a strainer I believe because it filters out suspended matter. The lower part can be seen during drought. Not sure why the building is so elaborate but that's the Victorians for you (the dam and tower were built between 1881 and 1888).
