Damselfly, near South Cerney
This is a common blue damselfly. To a non-expert such as me they look almost identical to Azure Damselflies but the shape just below the wing joint is rugby ball shaped. On Azure Damselfly the shape is closer to rugby posts. There are images of both here Link
