This is a narrow road with passing places. The photo is taken from a passing place. This road runs along the top of the mountain, through Rhymney and Bedwellty Common which is mostly grazed by sheep, but which can also be used for cattle and horses. Note that there are no fences to keep the animals from walking across the road, or even sleeping on it.
