This somewhat cryptic message does not mean that the sand is usually hard! Because of nearby work to replace groynes, I am guessing that sand has been manually positioned in certain places and therefore there is a risk of sinking into it.

There was no physical barrier, though, apart from a fence around the actual works compound, so it was quite possible to take the chance. See SZ1391 : Southbourne: looking down on some beach works for a view down onto the main working site, a couple of hundred yards behind us.
