'Ne'er cast a clout till May be out' is a well known English proverb. The first part means 'never discard your [warm winter] clothing...'. The second part could mean 'until the month of May is ended', or be a reference to the flowering of the hawthorn, as 'until the hawthorn is out [in bloom]'.
