There was open access to Brow Moor for many years prior to the CROW Act. The sign reads:
CRAVEN WATER BOARD
BROW MOOR
THIS MOOR IS OPEN TO THE PUBLIC
FOR AIR AND EXERCISE
CARAVANS, CAMPING, FIRES,
LITTER AND TIPPING RUBBISH
ARE ALL FORBIDDEN
At some time in the past an additional plaque was affixed to the bottom of the original sign, which reads:
IT IS PROHIBITED TO DRIVE MOTOR
VEHICLES ON TO THIS MOOR
FINE £5
