If the Georgians had had cinemas or tube trains, I might have guessed this bold façade once belonged to a cinema, or (if you open up those two wide bays) a station entrance:

Turning for help to the Surrey volume of 'Pevsner' - compiled by Ian Nairn - I was disappointed. There's no mention of Ionic giant pilasters, or blank arches with stuccoed roundels and Coade-stone keystones. Somehow Nairn overlooked this building altogether, though he describes others nearby (relatively timid little things, at that).
