I have been informed that this is a water pillar (operating from the pressurised mains, as opposed to a pump which required mechanical action to raise water from a lower level). Manufactured by J. Blakeborough & Sons Ltd, of Brighouse in Yorkshire.
Originally it would have been like a standpipe or hydrant, a source of water for the villagers who did not have it piped to their houses, utilised the same as an outside tap. They are still in use in many parts of the world which don't yet have inside plumbing.
