Lock 11 is filling rapidly; all three paddles are up. A boat is leaving Lock 10 and will creep forwards, arriving when the gate is open and the boat already in the lock has left. In these situations, boaters co-operate by leaving gates open. At all other times they must be shut to help conserve water.
