Looking across the River Thames and the Westminster Pier to the London Eye Link and the County Hall. The building was built from 1906 (and extended several times later) to house the London County Council (LCC), the local government for what are now the inner London boroughs. After the formation of the Greater London Council (GLC) in 1965, it continued to be used as the seat of the successor body. After the GLC's dissolution in 1986, the building was sold off to private investors and today houses two hotels, restaurants, an aquarium and other tourist attractions. When a city-wide tier of regional government for London was re-introduced in 2000 in the form of the Greater London Authority (GLA), City Hall was built opposite the Tower of London to house its headquarters.

In the foreground, the south end of Westminster Pier can be seen. There are several landing stages along its length, both for scheduled river services and for sightseeing tours Link . The passengers boarding the ship are embarking on the latter.
