As mentioned in SP0687 : Redevelopment progress at Snow Hill this redevelopment includes provision to extend the Midland Metro into central Birmingham. The Tram in the foreground is at the current terminus of the tramway. A new viaduct is being constructed that will take the line between the two concrete constructions seen in this picture and up into Colmore Circus beyond the wooden fencing.
