Little seems to be known about this unusual building which is almost certainly of monastic origin. It is clearly in a ruinous condition as here in 1984, but had been restored by the time of the later photographs by Chris Heaton SE2767 : Chapel on How Hill and Joe Regan SE2767 : The Tower
