I didn't know the proper name of the statue until submitting this photo - it's not named on the plaque on the plinth. My children meet their friends here, and always refer to it as The Man with the Barrel. According to Wikipedia, its called the Dortmund Drayman and was sculpted by Arthur Shulze-Engels
Behind is the entrance to The St John's Centre.
On the plinth it says "In appreciation of the successful Twin Town relationship characterized by goodwill and cooperation and to symbolize the flourishing progress the citizens of Dortmund have great pleasure in presenting the city of Leeds with this sculpture. September 1980. Gunter Samtlebe, Oberburgermeister"
