Notice the enormous overflow channel by the white wall. As this is the lower chamber of a two lock staircase, anyone opening the lower paddles of a full top chamber while this lock was already full would cause a big mess! Maybe Brindley was wary of incompetence... or even mischief, even in the 1770s.
