Built after 1886, in place of the Old Compting House (Municipal Hall) over the granite columns of the old market. Probably the site of the Elizabethan Poor House. The street to the left of it is Market Street, and on the right Webb Street, and the building to the right of that is marked 'Inst' (Institute) on the large-scale OS map.
