The masonry inscription above the three windows over the main entrance states, "BUILT TO COMMEMORATE THE SIXTIETH YEAR OF QUEEN VICTORIA'S REIGN".

The library was built (1900-02), by E.T.Hare. It is of free Edwardian style, very eclectic in design, with Jacobean and Baroque features.
