This depicts engine valves, camshafts, springs and all the other bits you lose when you take an engine apart. The association is with Perkins Engines just up the road. The design of the relief was by Francis Gomila and was commissioned in 1984 and surprisingly it is called "Engine" A profile of the Peterborough Town Artist can be read here
