This machinery is a set of Cambridge Rollers - they are usually used after sowing a crop, to firm the land, break down clods and push in small stones which might damage (say) a combined harvester following later.

May sometimes be used to break clods before sowing too as part of a cultivation routine but this is rare these days with more efficient cultivating equipment such as power harrows available.
