Normally we live in river zones which have balanced out to the given conditions so a sequence of flows that outrate all the facility capacity are very rare, that is what RA works all night to try and ensure stays this way. Those of us paid salary in research and those in local authority provide ability to keep the rivers free of social damaging floods, but much of the effort comes free from University and Institute work over the 40 years, nobody could invoice the cost the country could not find the resources. Rivers are stuck with dealing with the public and are so empowered and paid accordingly, rather alike a GP surgery and have a long standing ongoing plan for works and water resource, as well as fishing licences etc.
