The Black Country Development Corporation was established in May 1987 to develop land in the Metropolitan Boroughs of Sandwell and Walsall although the designated area extended to some land within Wolverhampton. It was wound up in 1998.
Notable works included the Black Country Spine Road, 3,774 housing units and 12 million sq.ft. of non-housing development. Around 21,440 new jobs were created. Twenty four miles of new road and footpath were built and four square km of derelict land was reclaimed.
The sign would have been erected when the canal footbridge was built and must be at least ten years old.
