This black fabric has been attached to the poles but seems to have come off most of them TF7145 : Sea Defences. It was put across the head of the V's but I would have thought the wave pressure would get focussed there and the fabric ripped. In the foreground is a cut through the dunes caused by people not using the main route through the dunes onto the beach.
