I think this is Stag-horn Fungus (Calocera viscosa) - thanks to Eric Soons for help with identification. It really was that orange and was growing quite close to the sluice Link in the corner of the pool. The shiny disc beside it is a penny (note to self, carry only well-used pennies for scale purposes).
