I originally though this was a dog. David Smith has pointed out that it is a stylised bird with a curious head and a ball in its beak. There is a close-up of it in Gilbert Venn's "Discovering Exeter: 2: St Leonard's", with the question "who is this?". See a very similar finial at SX9272 : Finial, Ringmore Towers. The brickwork is next door to SX9292 : The Mount Radford and visible in that photo.
