The inscription reads:

This panel was unveiled on the 10th July, 1935 by The Rt. Hon. Lord Desborough, K.G.G.C.V.O, Chairman of the convervators of the River Thames, to commemorate the opening of
The Desborough Channel
on the completion of the Thames Improvement Scheme. The work was commenced in 1930 and carried out at the joint expense of H.M. Government, the County Councils of Middlesex and Surrey, and the Conservators.
