This is one of 4 similar Garratt articulated steam locomotives used on the WHR, which were built for South African Railways. This one was built in Belgium in 1936. See

They are believed to be the most powerful 2 foot gauge steam locomotives ever built and are clearly suited for hauling heavy trains over the steep gradients and tight curves of the WHR.
