SO4107 : A449 - phantom entry near Raglan

taken 8 years ago, near to Raglan, Monmouthshire/Sir Fynwy, Great Britain

A449 - phantom entry near Raglan
A449 - phantom entry near Raglan
Southeast of Raglan are obvious entrance and exit accesses from a minor road which are now (2010) blocked off. Were they once open, but closed due to the inadequate sightlines on a bend, or was this a junction "that never was"?
Ahead in the photo is the A449 southbound entry.
