The ship is the MV Dragon. It had recently completed fitting-out and was moored here, probably for publicity purposes, before entering service for Normandy Ferries on the Southampton - Le Havre route. More photos: Link

The quayside cranes are all still in place. Behind them we can see Adelaide House with the tips of The Monument and the spire of St Magnus-the-Martyr behind it, New Fresh Wharf and at far right, the tower of St Dunstan-in-the-East.
