Mysterious structure on the bank of the Thames opposite Thames Ditton

The purpose of this has puzzled two previous contributors TQ1667 : Ventilation shaft beside the Thames near Hampton Court and TQ1667 : Unidentified non-flying object, River Thames near Kingston. It's got me foxed too but my guess would be that it's some sort of ventilation shaft, although reason for the 'roof' and the steps are still a mystery.
