Many comments have been made about the "fish's" tail, which would suggest the fluke of a cetacean, and the lack of gill covers on the head. Geograph contributor M J Richardson kindly contacted the artist who sent this reply: "The reason for the ambivalence is that head and tail designs came from a primary pupil and an art student respectively and I wasn't too concerned about the cohesion. Maybe I should have been, because it bothers quite a few people! A friend suggested to call it ' Tywysog y môr' - prince of the sea - who could adopt either shape."
My thanks to Mike and Benjamin.
