This is one of the popular Golden Valley auto-trains (see SO8009 : Gloucester - Chalford auto-train near Haresfield). The locomotive, Collett 0-4-2T No. 1424 (built 11/33 as No. 4824, renumbered 11/46, withdrawn 12/63), is pushing - manned only by the fireman.
Auto train
An 'auto' aka 'motor' train, or 'push-and-pull' train ran with cable connections from the driver's special compartment with window at the other end of the train (usually one coach), so that when in pushing mode the driver controlled the locomotive remotely, only the fireman staying on the footplate.
