Built in 1955-59 to the designs of G.R. Yeats of the Ministry of Works. I'm not sure it is currently operational; it looks scruffy, and is due to be either pulled down or subsumed into a new office block, although that scheme has been around for a few years and has presumably fallen foul of the recession.
It was built as part of the development plan drawn up the City of London and London County Council in 1954-55. West of Moorgate, London Wall would be lined with six office towers, perpendicular to the street, and walkways would run alongside and, via a bridge, link to the Barbican Estate. The segregation of traffic and pedestrians didn't really work, and things never stay still in the City for long. A combination of the low regard with which 1960s architecture is currently held and intense pressure on land has resulted in three of the towers having already been demolished, and a fourth, St Alphage House(TQ3281 : St Alphage House, London Wall (1)), waiting on death row.
