This water is taken from the Great Ouse TF5800 : Diversion Sluice just upstream of its tidal limit. It is destined for water supplies in Essex so it is important that it's fresh.

Ely Ouse to Essex Transfer Scheme (provided by Ben Harris)
The Ely Ouse to Essex Transfer Scheme is a system that moves excess water from the Fens to supply reservoirs in Essex.
Water is diverted from the Ely Ouse at Denver (TF5800 into the Cut Off Channel. It flows south along here to Blackdyke (TL6988), where it runs into an underground tunnel to Kennett. At Kennett (TL7068) it's pumped up into a shallower pipeline to Kirtling Green (TL6756), where it's pumped into Kirtling Brook.
From Kirtling Brook, the water joins the River Stour from which it is eventually abstracted into Hanningfield (TQ7398) and Abberton (TL9718) reservoirs.
The scheme is currently (2011) being enhanced to allow the transfer of more water into an enlarged Abberton Reservoir. For more details, see Link.
