Built in 1857-60 to the designs of John Weightman, Liverpool Corporation Surveyor, after the competition-winning design by Thomas Allom was abandoned for being too expensive. It has a noble Corinthian portico flanked by long wings in a "severely Graeco-Roman style". Grade II* listed.
Adjacent is the former museum extension and central technical school by E.W. Mountford, 1896-1901. It is now part of the museum. Grade II* listed.
They are two of a sequence of fine civic buildings on this street.
