The title sounds a bit self-contradictory but these former government offices have had their day. They were vacated in 1997 and have stood empty since, leaving a colossal challenge for potential developers. They were highly controversial when built because the building of the St. James' Centre, of which they form a part, resulted in the wholesale destruction of the eastern end of the New Town.
