The subway takes the riverside path under the barrier control centre. It is on the river side of the flood bank and the downstream side of the barrier itself, therefore in extreme high tides when the barrier is shut, this subway can flood. So it is not surprising that the design details and standard of concrete finish are to "water retaining" standards such as I was familiar with in the water industry. Strip lights are provided to what would otherwise be quite a dark place.
