With no destinations named (and the stone easily bypassed because of its specific location on a road linking Bolton with Ramsbottom) my guess is that the 4 and a half miles mean to Bolton but as it's not 7 miles to Ramsbottom I suspect it indicates Rawtenstall (or possibly Haslingden).
