The Celtic cross commemorates James Morton (d. 25 Aug 1890), Provost of Greenock from 1868 to 1871, and his wife Margaret Steel (d. 6 Feb 1881), their sons and daughters, and other relatives.

The cemetery, which is laid out on Bow Hill, opened in 1846.
