Herbert Mayow Fisher-Rowe was the son of Edward Rowe Fisher-Rowe. He was educated at Eton Link and entered the Grenadier Guards in 1887 Link He was ADC to the Governor of Bermuda Link from 1892 to 1894. He married Maud, daughter of Alfred Seymour at Hollybrook, Southampton on 15 November 1901 Link they had one son and one daughter. He served in South Africa during the Second Boer War Link and was mentioned in despatches Link by the regiment Link he raised.
