A police strategy for finding vehicles which do not have current licence or insurance (or have been reported stolen) is to set up a check point, somewhere with a dual carriageway or layby or slip road so that vehicles can be pulled over without disrupting the traffic flow. They use a substantial team of police officers - there are ten visible in the photo - so they can check several vehicles at the same time. They appear suddenly, check for a few hours, and move on somewhere else.
[edit] I see from TQ2081 : An Unpleasant Surprise On Horn Lane that another Geograph contributor photographed another check in the same place, back in March 2012.
