The building was designed by George Kenyon, City Architect; completed in 1967; and opened by King Olav V of Norway in 1968 Link

Pevsner says “A lavish building which vigorously expresses both civic pride and the council’s spiritual, as well as actual, move away from the old centre of the town. It is clad in Portland stone ... It is planned in monastic fashion, with four ranges round a green space and a high round council chamber off to one side like a chapterhouse”.
The building is Grade II* listed. The citation includes that “The Civic Centre is an important public building of the period; the quality of materials and craftsmanship is extremely high and the building contains numerous works of art of high quality” - see Link
