Witts was born on 30 January 1889, the 5th son of the Rev. Canon Broome Witts of Upper Slaughter Manor, Gloucestershire. He was educated at Radley; RMA, Woolwich; and the Staff College, Quetta. 3; CBE 1921; DSO 1917; MC; DL (Glos.) 1953; CC Glos. 1955–61. He joined the Royal Engineers in 1907 In 1929 he married Alice Wrigley: they had four children. He died on 10 March 1969.
