The deteriorating state of the concrete cladding appears to be the reason for the scruffy scaffolding below, creating a safe corridor to the door.
Raveningham Water Tower
This unusual water tower was designed in Sweden and assembled in 1977. In construction the tank section was jacked up the tower.

The tower is featured in the booklet "A guide to the Water Towers of East Anglia" but is very difficult to access, being a long way from any road, though it does have a little-used footpath alongside. The location is variously defined as Raveningham, Toft Monks, Maypole Green, and Priory Farm.
