Sandwiched between the tall former warehouse building at the far end of Custom House Quay and the point where Town Bridge joins Market Place the rear of the Exchange Buildings are visible with views of The Haven (river). A late C18th improvement in the Corporation's income allowed it to improve the west side of the Market Place. The authorities demolished the area sporting open fish stalls (and other buildings) in order to clear the approach to the bridge and built a new fish market with high status dwellings above it. A Lincoln architect, Thomas Lumby, was commissioned to design the building that was completed in 1772. In the early C19th, the fish market within the Exchange Buildings was converted into municipal offices, including an Audience Room, a Justice Room, Magistrates' Room and a Committee Room. Various additions have been made to the building's riverside elevation from the C19th onwards, and the ground floor is now occupied by shops, while the upper floors have been converted for use as offices and other commercial spaces. Lumby, it seems, is also known for work on Lincoln Cathedral.
