Work on the £3.5m link between the town hall and library, is almost complete - but the automatic glass doors, closed from 10pm - 7am - and a gate at Mount Street, can't be installed until permission is granted. At a public hearing campaigners said Manchester Council should have sought permission to block the passage overnight BEFORE getting planning permission.
