The long term Portaloo appears to have been put there some time ago for a building site long completed, but for some reason left behind including the surrounding wooden barriers and become overgrown with brambles and creepers. I don't know whether it's locked (not a good idea to check) but if not would still not be fit to use once it's not been emptied for a day or two. This stretch of pedestrianised road is now private so outside any council control and can leave what they like there as long as it doesn't break the health and safety rules, which is questionable.
