This Monumental Greek Revival style building houses the Harris Public Library, Museum and Art Gallery which opened in 1893. Its principal elevation is on the west side, overlooking the market square. The portico consists of six massive fluted columns, with bold capitals. It is surmounted by an overhanging cornice, and the tympanum is filled in with a group of figures representing Minerva surrounded by literature, science, and the arts. Immediately under the tympanum of the portico is the carved inscription in large characters, "TO LITERATURE, ARTS AND SCIENCE" (see SD5429 : Harris Public Library, Museum and Art Gallery, Preston).

The building is Grade I listed (English Heritage Building ID: 392086 LinkExternal link British Listed Buildings).
