Joseph Cowen (1831-1900) served Newcastle as a member of parliament from 1873 to 1886. He was the owner of the Newcastle Chronicle from 1862, and founded NZ2464 : The Tyne Theatre and Opera House, Westgate Road, NE1. The sculptor was John Tweed, a follower of Rodin.
