The upper part, the only bit visible here, appears to be identical to the installation by the old Thames Haven station, both now demolished (TQ7481 : Shell Haven East boiler house is a view from this). From the description for this example, that at Thames Haven had a further intermediate storey below what is visible here, just columns and stairs with no rooms. Originally the part on the left had a steel rail up the stairs and around the top. The part on the right is at a lower level with a concrete wall around, as seen.
