A striking building in a town with a paucity of striking buildings, it was built with a donation from Passmore Edwards, a newspaper owner and philanthropist, in memory of his mother. Opening in 1904 and housing a science, art and technical college as well as the library, the building was designed by Silvanus Trevail and is currently grade II listed.
